為積極回應全球能源轉型與永續發展的浪潮,並推動在地產業實踐淨零轉型,雲林縣政府今(8/1)日假雲林縣斗六教師研習中心舉辦「2025能源永續*Winning同行」國際雙語論壇,現場邀集法務部廉政署中部地區調查組、馬尼拉經濟文化辦事處、駐台北印尼經濟貿易代表處、臺灣雲林地方檢察署、台灣透明組織協會、外交部雲嘉南辦事處、中華民國太陽光電發電系統商業同業公會、中正大學法學院、雲林縣轄內能源產業、農漁畜牧產業等相關企業團體業者、雲林縣各鄉鎮市公所公務人員及縣府雲菁人才等,計約110人共襄盛舉,張麗善縣長期盼藉由本次論壇搭建跨部門、跨產業、跨國界的對話橋梁,凝聚多方共識,共同為淨零轉型與廉能永續努力,並展現雲林在推動誠信治理、促進ESG落實的堅定決心。
雲林縣縣長張麗善於致詞中表示,誠信治理不是附屬選項,而是產業長遠發展的根本基礎,雲林縣向來在推動企業誠信上不遺餘力,將持續以行動深化廉能價值,讓雲林成為國際信賴的永續城市。台灣透明組織協會理事長葉一璋則強調,氣候變遷與能源轉型是全球共同挑戰,此次論壇匯聚不同領域的專業視角與實務經驗,展現出跨界協作在制度創新上的潛力,期盼未來政府與民間持續深度對話,公私協力攜手邁向穩健與永續的未來。
論壇聚焦「能源轉型下的廉潔治理」與「淨零永續的在地實踐」兩大主軸,上午由雲林地檢署主任檢察官朱啓仁解析綠能產業常見犯罪態樣,協助能源業者及公務人員辨識「圖利」與「便民」的法律界限,並與台灣透明組織協會理事長葉一璋、中正大學法學院副院長廖宗聖及銓泰環能科技股份有限公司副總經理陳信宏等人,就能源轉型下如何建立「跨域協作機制」及「企業誠信治理」等關鍵議題,進行深度對話。下午則由台灣韋能能源蔡絲婷資深經理、口湖漁類生產合作社總經理王益豐及微醺農場負責人黃衍勳,分享ESG實踐與永續行動經驗,並由雲林縣政府計畫處處長李明岳共同與談產業轉型與在地永續策略,促進與會者從在地視角思考淨零永續的實踐方式。
縣長張麗善強調,為推動雲林邁向智慧治理與產業升級,將2025年訂為「雲菁人才培育年」,由縣府積極推動各項學習與培力計畫,透過辦理多元活動,為縣內人才打造全方位的學習環境,協助掌握淨零轉型、數位治理與永續經營等核心能力,讓人才成為驅動地方產業轉型的核心力量。本次舉辦國際論壇,正是展現雲林以廉政為根本、以誠信為準則,串聯能源治理與產業永續的重要實踐,期盼透過推動誠信治理與人才培育雙軌並進,厚植地方在產業轉型上的競爭力,實現永續發展願景。
張麗善縣長再說,政府在能源永續政策推動同時,更應思考如何讓民眾安心,不僅是合理電價、穩定電力等都是需要共同面對的議題,能源穩定才能讓國家在經濟產業中保有國際競爭力。尤其面對極端氣候、關稅衝擊當下,有更多不可抗力因素與風險,國家除緊急應變處置以穩定國力外,更應以長遠規劃,擬定政策方向,讓各行各業都能夠應對當前國際挑戰、穩定成長。
政風處處長邢啓春表示,本次論壇不僅聚焦於實現能源永續與廉潔治理所面臨的實務挑戰,更強調跨域合作對話與經驗傳承的重要性。未來政風處將持續結合縣府政策與在地產業需求,透過教育宣導、資源整合等方式,深化誠信治理,積極回應在地發展需求與全球永續目標,攜手打造廉潔透明、公正可信的產業發展環境,展現雲林縣推動永續、實踐誠信的行動力,邁向YUNLIN Winning!
In response to the global trend toward energy transition and sustainable development, and to facilitate the green transformation of local industries toward net-zero emissions, the Yunlin County Government hosted the 2025 Sustainable Energy*YUNLIN Winning’ International Bilingual Forum on August 1st at the Douliu Teacher Training Center in Yunlin County. The event brought together representatives from the Manila Economic and Cultural Office, the Indonesian Economic and Trade Representative Office in Taipei, Taiwan Yunlin District Prosecutors Office, Transparency International Taiwan, Southwestern Taiwan Office Ministry of Foreign Affairs,the PVGSA, the CCU College of Law, and relevant enterprises and organizations from the energy industry, agriculture, fisheries, and livestock sectors within Yunlin County, civil servants from the township offices of Yunlin County, and the Yun Ching Talent from the county government. Approximately 110 people participated in the event. We hope that this forum will serve as a platform for cross-departmental, cross-industry, and cross-border dialogue, fostering consensus among all parties to jointly strive for net-zero emissions and sustainable development, and demonstrate Yunlin County's firm commitment to promoting integrity governance and advancing the implementation of ESG principles.
Yunlin County Magistrate Li-Shan Chang stated in her speech that integrity-based governance is not an optional add-on, but the fundamental foundation for the long-term development of industries. Yunlin County has always been proactive in promoting corporate integrity, and will continue to deepen the values of integrity and competence through concrete actions, aiming to make Yunlin a sustainable city, trusted by the international community. I-Jan Yeh, Chairman of Transparency International Taiwan, emphasized that climate change and energy transition are common challenges facing the world. This forum brought together professional perspectives and practical experience from different fields, demonstrating the potential of cross-sector collaboration in institutional innovation. It is hoped that the government and the private sector will continue to engage in in-depth dialogue in the future, working together to move towards a stable and sustainable future.
This forum focused on two main themes: ‘Integrity Governance in the Context of Energy Transition’ and ‘Sustainable Local Practices for Net-Zero Emissions.’ In the morning, Chi-Jen Chu, Head Prosecutor of Taiwan Yunlin District Prosecutors Office, analyzed common criminal patterns related to the green energy industry, to help energy companies and public servants identify the legal boundaries between ‘profit-making’ and ‘convenience.’ He also conducted an in-depth dialogue to discuss key issues such as how to establish ‘cross-domain collaboration mechanisms’ and ‘corporate integrity governance’ in the context of energy transition, with I-Jan Yeh, Chairman of Transparency International- Taiwan; Tsung-Sheng Liao, Deputy Dean of the CCU College of Law, and CHEN, Deputy General Manager of PROMORE ENVIRONMENT & ENERGY CO., LTD. In the afternoon, Tamina Tsai, Senior Environment & Sustainability, Taiwan Vena Energy Development Co., Ltd.; Yi-Feng Wang, General Manager of Kouhu Fisheries; and Yen-Hsun Huang, Director-General of Wei- Hsun Farm, shared their experiences in ESG practices and sustainable actions. Ming-Yueh Lee, Director of the Planning Office of Yunlin County Government, also joined the discussion on industrial transformation and local sustainability strategies, encouraging participants to consider sustainable practices for achieving net-zero emissions from a local perspective.
Yunlin County Magistrate Li-Shan Chang emphasized that to advance Yunlin towards smart governance and industrial upgrading, 2025 has been designated as the ‘Year of Talent Development,’ with the Yunlin County Government actively promoting various learning and capacity-building programs.The Yunlin County Government will host diverse activities to create a comprehensive learning environment for talent within Yunlin County, enabling them to master core competencies such as net-zero emissions transition, digital governance, and sustainable operations, and positioning talent as the driving force behind local industrial transformation.This international forum showcases Yunlin's commitment to integrity as a foundation, and honesty as a principle, linking energy governance and industrial sustainability through practical initiatives.It is hoped that the concurrent advancement of integrity-based governance and talent development will enhance the competitiveness of local industrial transformation, thereby realizing the vision of sustainable development.
Chi-Chun Hsing, Director-General of the Civil Service Ethics Department, stated that this forum not only focuses on the practical challenges faced in achieving sustainable energy and clean governance, but also emphasizes the importance of cross-domain cooperation, dialogue, and experience sharing. In the future, the Civil Service Ethics Section will continue to align with the county government's policies and local industrial needs, utilizing educational campaigns and resource integration to deepen integrity-based governance.The Civil Service Ethics Department will actively respond to local development needs and global sustainability goals, collaborating with all parties to create a clean, transparent, fair, and trustworthy industrial development environment. This will demonstrate Yunlin County's commitment to promoting sustainability and practicing integrity, leading Yunlin County towards success!
